Local Resilience Forum
The planning for, and responding to, large scale emergencies cannot be done in isolation. Established as a requirement of the Civil Contingencies Act 2004, Local Resilience Forums are the principal mechanism for multi agency collaboration/co-ordination and ensure the effective delivery of those duties under the Act that need to be developed in a multi agency environment.
With disasters striking at any time, there has to be a plan in place to respond to the emergencies. When an emergency happens, many different agencies will play a part in responding to the incident.
By partner agencies working together, we can help to:
- Prevent the disaster getting worse.
- Save lives.
- Relieve the suffering of those affected by the incident.
- Restore normality as soon as possible.
Gwent Local Resilience Forum (GLRF)
Within Gwent the main strategic group is the Gwent LRF. Executive Group. This group meets twice a year and is chaired by the Assistant Chief Constable.
The Executive Group comprises of Senior Officers from:
- Heddlu Gwent Police (Chair)
- South Wales Fire & Rescue Service
- Welsh Ambulance Services NHS Trust
- Aneurin Bevan University Health Board
- Public Health Wales
- Blaenau Gwent County Borough Council
- Caerphilly County Borough Council
- Monmouthshire County Council
- Newport City Council
- Torfaen County Borough Council
- Natural Resources Wales
- Maritime and Coastguard Agency
- Military
- Welsh Government
- Utilities
To assist in its working, there is a lower tier Co-ordination Group. This group has members from multi-agency organisations, primarily emergency planning officers who are trained experienced individuals skilled in emergency/civil contingency planning.
In addition, these members contribute to a number of sub-groups that have been established to develop various capabilities or set specific targets in strengthening local resilience through multi agency collaboration. These groups can also call on other emergency planning practitioners and persons with expertise.
